i am not advocating paying for the levee but, following this logic, there are a
whole host of things I shouldn't have to pay for because I see no benefit.  We
all know this doesn't hold water because there are indirect benefits to say
having a park in my neighborhood, even if i never physically use it.  We are
all consumers, some more than others, and it is a benefit to have business
here.
