Michael,  

Could you clarify further what Jane McClure was trying to say?   


I still interpret this to mean Harris and Thune would like to see the
compromise plan studied further.  Doesn't the compromise  refered to in the
article include a direct connection on the north in the form of a two-way
rather than four-way road?
