There are two settings enabled by those jumpers Spread Spectrum Clocking

 and OPT1, which is reduced power spinup. That would explain how one wouldn’t 
spin  up until it was removed.


This may answer Wil's question, one pinned, one not. Possibly they were RAID, I 
honestly don't remember, do remember they had to be configured this way to work 
in the G5, installed them both. Both Barracuda 7200s, 160Gb and 200Gb.  No 
chuKA noises, just a smooth warm up to a nice hum.
This is the adapter I have, which lights up sowing all connections are good. I 
think.


If they were in a raid configuration, they’ll both need to be attached to see 
the RAID, I think, but they should show up in disk utility then, even if 
they‘re not mountable. They’d at least pop up as ‘this drive is unreadable on 
this mac do you want to format it? ‘, I think.

Do you remember if they showed up separately on the desktop on the G5?

What does System Information show for the USB bus with the adapter connected 
and the drives on?

Have you tested the adapter with a known-good SATA drive?
