same features in the end.  Why weren't they using them?

This was back in 2000... and you're asking the wrong guy. I didn't
work in upper managment nor did I work on/with the MS systems. I just
felt bad for the poor saps that were running ragged 24 hours a day (I
worked 2 different shifts on that gig at different times).
