May I ask which versions of Virtual Center and ESX you're using for your host?

I realise I never came back to you on this topic, it turns out I was wrong and that feature is not a basic one of the Virtual Infrastructure, it's only available with the VMware Virtual Infrastructure Enterprise edition, which I imagine is not the one you're running (the feature is called DRS and is described at http://www.vmware.com/products/vi/vc/drs.html).

We'll try to ignore such errors or identify that situation in the future, sorry about that confusion,
