To clarify, I'm saying:
1. Today there is no capability in .parms or any other server-side
configuration to control power-off behavior, but
2. You can load 4.2 GUI firmware and run it with 4.0 SRSS on the server,
to get the pop-up GUI capability to control power-off.

No, at this time that capability is not available.
It is possible, however, to run 4.2 firmware with earlier server
software such as 4.0. Our firmware is designed to be backwards and
forwards compatible.
If you use older firmware you may not get all the server-side features
but if you use newer firmware you should be in good shape.
One way to do so would be to untar the SRSS 4.2 distribution somewhere
(let's say /tmp/srss) and then you could do:
utfwadm -A -a -N all -f
/tmp/srss/Sun_Ray_Core_Services_4.2/Solaris_10+/i386/Packages/SUNWutfw/reloc/SUNWut/lib/firmware_gui
Be sure to check the utfwadm flags and make sure they are appropriate
for your environment, this is just one example.
Don't be concerned about the platform (in this case Solaris_10+/i386)
since the firmware is platform-independent.
