You can add any settings you like to a .parms file ;-)

In your case, you'll need to create a .parms file from scratch, as your
version of utfwadm won't create one for the Sun Ray 3+.
The following should work for you:
# cat > /tftpboot/SunRayP9.parms << EOF
version=_NONE_
poweroff=0
EOF
# chmod +r /tftpboot/SunRayP9.parms
I have added the 'version=_NONE_' key, assuming that you have no
firmware images to download for the Sun Ray 3+ (as those are only
delivered with patches for SRSS 4.2 or 4.1).
Disclaimer: this is completely untested.
