I can get rid of the artifacts by turning off the ixVIEW Video Control panel
(2.00.612) even with the extentions loaded. This makes for a very slow
screen draw, though. With it on I get the following artifacts:

1) Slash screens for most apps are garbled and unreadeable.
2) Constant 1/4" band of garbled video across the top of the monitor
3) Menus in Photoshop have gray bars across them where they didn't before
4) Desktop icons become obscured if they fall under a garbled splash screen.

Funny thing is everything works fine at 640 x 480. Garbling only comes into
play at higher res.
