Policy really varies from one provider to another. One may not care at all
and even have a section on their support web page showing how to set up a
router. Another may consider it as theft and have a section in their user
agreement denouncing the use of more than one computer per IP. It sounds
like ATTBI is in the latter category. Visit their web site and read their
fine print to see. I recall reading about an outcry some time ago about
ComCast(I think it was) probing for the use of routers among their network.
They felt it was theft of bandwidth.

It's similar to running a cable splitter and using 3 TV's when there was
originally one outlet. People do it all the time. Yet the cable company, if
they can, will remove the splitter, install 2 extra outlets and charge an
additional small fee for the 2nd and 3rd.
Money, money, money... makes the world go 'round, I guess.
