I would say to check the ATI website to make sure the card has the latest ROM
revision.  I read about earlier problems with the ATI ROMS and the card doing
what you say it does, so it might be a good free fix for you.

Finally, just curious what framerates you get in your games with this setup?  And
have you tried using the software with the XLR8 card to clock up/down the bus,
that could conceivably make a difference.  And check if the 3D chip on the gfx
card is getting hot, I've seen cards do stuff like that when the chip gets too
warm.  Does the 7000 have a fan on it?

I am getting some pretty negative feedback on current ATI cards from PC and Mac
users, starting to wonder if maybe ATI isn't the quality mfgr. that they once
were..
