Well I just went ahead tested them with the digital.  It appears yellow is
12 and red is 5 V.

I am showing 12.19 v and 5.09 V respectively.

So I guess that's rules out my power supply as the problem?

The big question now is, exactly which contacts on the pci busses
regulate/distribute power?  Are there any precautions I would need to take
when testing these leads, of course taking great care as to not cross
contact test lead.
