Those of us who have machines still useful, there are plenty of places, dependent on your proximity to large cities, to send or take them that accept donated computers. Be advised tho' that they've become finicky about the age and speed of said machines. For the end-of-life machines, I found abundant resources on recycling. For the consumer, free and for-fee recycing of whole computers, except monitors. For mass users, world-wide recyclers paying by the pound for carefully sorted parts by the pallet. I learned something here this week. I'm going to start the process of putting all the really old stuff into recycling. Bill Spencer? There's your answer, too.
