I am still contemplating my C600:

The case has a fan right behind the power supply, but there are two
extra spaces for fans too. One is just below it where a blanking plate
can be pushed out to accommodate a 60mm fan, where a power socket on the
logic board marked "Fan" should be the one meant for feeding it.

I don't know anything about this extra fan push-out. We have never had the need to install extra fans in our C600. We have added extra fans to our 9600. In it, we just used one of the extra four-pin hard drive connections to power the fan, rather than something on the motherboard.

Just to the left of the power supply is a swing-out cage meant for
another fan, and the case cover has vents for it, but I cannot find a
suitable socket for feeding this fan though.

That "swing out cage" is really designed for additional hard drives. It is referred to in the Users Manual as drive bay 6 and 7. Drives 1 though 5 being the ones on the front face of the box.

As I am in Australia, summer temperatures can get very vicious, and for
other Macs with more modest ventilation I had experienced hard drive
lock-ups. So I sure hope that I am getting every angle covered from the
start. If I can really max out ventilation, I presume the additional fan
(or fans) should be pushing air out of the case?

The existing fan (that one behind the power supply) does push air out of the case. It was designed to work with strategically placed openings here and there in the case. If you add a second fan to push air out, there may not be enough openings for air to get in fast enough to make two exhaust fans useful.

If it were me, I guess I would add a fan pushing fresh air in and one pushing air out. Maybe using an empty drive slot in the front, and a PCI slot in the rear. They make some very nice PCI card exhaust fans.

There are also some very nice little fans that mount right on a hard drive for pushing the hot air away from the drive. However, with these you are just moving the hot air somewhere else inside the box.
