This was a manufacturing artifact which was never implemented, nor intended
to be implemented, for fans.  The slots in the drive cage are simply
intended to allow some air to pass through, thus reducing heat build-up
between the drive and the cage.

The expansion drive cage was never very well thought out.  Chances are slim
that a C600's power supply could even boot the machine for long with all
drive bays, card slots, and DIMM slots filled.  This generally applies to
the S900, too.
