Indeed this swing-out cage can accommodate two half-height 50-pin SCSI hard
drives, with SCSI connectors available, supplying power to them would need
to be jury-rigged somehow. Whichever way, at the very end (left-most side)
of this structure is indeed a fan grill with holes for a 80mm fan, so it
should really be meant for ventilating the hard drives mounted there I
presume.

My line of thinking is more like this: if the original fan is for pulling
air out of the enclosure from the back, it means the enclosure is made to
have air vents for the ingress of cool air which flows over the hot
components, effecting ventilation. If an additional fan is put there to pull
out air as well, it means that the rate of ingress of cool air will be
increased, thus increasing cooling; but if the additional fan pushes air in,
the ingress of air from the vents would decrease, which probably would
diminish the rate of cooling. Any thoughts on that?

I have seen many of these fans, and the later offerings do look quite
sophisticated with two small fans mounted in the middle of the bolt-on
casting; I tend to agree with you regarding them moving hot air around, but
if ventilation is indeed increased in the sense of moving air out of the
box, they might help to reduce the likelihood of having some "hot spots"
within the interior of the enclosure. In the case of the C600, I do not
think it can be terribly helpful, after all, the IDE hard drive is sort of
"dangled" under the 5-1/4 bays with a lot of air around it, so if
ventilation within the enclosure is satisfactory, I would imagine that it
can be quite happy as it is.
