Perhaps the problem needs rethinking.  The assumption has been that the
computer is not starting up. This may not be the case. With a black screen
you see nothing and unless some of the loading extensions (such as Kaboom!)
include audio, you hear nothing. However, in your case you do hear the
startup chimes and apparently the computer is feeding information to the CD
ROM drive. In most CD ROM drives the yellow light means that the drive's
hardware is doing something and the green light means information is being
transferred between the computer and the CD ROM drive. If, by chance, your
CD ROM was set to automatically play an acoustic CD when inserted you can
find out if the computer has started up. Insert a music CD in the CD ROM
drive and it should play. This means that the computer had to communicate
with the CD ROM drive in order to start playing automatically.  You may not
hear the music if the sound system is not set for CD audio, but you can plug
a set of headphones into the mini jack on the front of the CD ROM drive,
turn up the volume with the wheel and listen. To eject the CD type command
E. With some CD ROM drives you have to stop the CD by pressing the
load/eject button once and then type command E.  You want to use the
keyboard to do the ejection. This shows that there is communication between
the keyboard and the computer.
