Wrong! If the site has a favicon and your preferences are set to put the icon on the bookmark, merely opening the Bookmarks Manager will attempt to fetch the icon. (If the bookmark is in a folder, opening the folder within Bookmarks Manager is required.) If it's a secure site, the site certificate must be negotiated.
