The bug's invalid, since the UI *does* exist.

What we never figured out was why you get a modal dialog box (IIRC)
instead of the usual GUI for it.  When you enter "about:certerror" in
the location bar, you should see the usual GUI for it -- does that
work?  (Unfortunately, whether it does or not, I'm not sure how to
proceed.)
