This is because we now always encrypt the password, even by default, where we just use an empty master password as - I think - the key seed (I don't know the actual code, so I don't know if it's the seed or whatever, I just know password cannot be decrypted without the master password).
What we actually did remove was the mere base64 "obscuring" of passwords, which older versions did by default.
