Seems like a wrong-headed approach, since apt really is not a valid protocol, and registering it shouldn't fix anything.

All the links I see on that page begin with http, as they should.

So it seems logical to ask how your installation got the idea in its head to look for apt... Is something substituting "apt" for "http"?
