Is this what you're referring to?

There is also SeaMonkey Bug 656056 (Make the MailNews searchBar an
external toolbar in the thread pane.) which essentially proposes the
same. And in fact I have (or had) a working WIP patch attached to that
bug. The only problem with that patch is that this is suboptimal for Mac
OSX users. See Comment 1 in that bug.
