A few guesses

talks about the installer not knowing how to deal with UAC, so first
thing to try would be download the 32 bit .zip file and unzip VLC into
a new directory somewhere.   If VLC works it's just the installer
that's having problems.

try "sfc /scannow" and see if that fixes anything

Note -- I would NOT try their next suggestion of system restore.  You
don't want to be uninstalling patches, etc.
