There's already a new tab button to the left of the tabs on both the
mail and browser window.
That button is there only if tabs are already present. I have my
preference set to "Hide the tab bar when only one tab is open". Since
the button is on the tab bar, it too is hidden.
My workaround is to install the PrefBar extension and enable its NewTab
button. This button appears on the PrefBar tool bar. I arranged the
buttons to have it just before the Restore Tab button, which brings back
a tab that has just been accidentally closed. Neither button is active
in the default PrefBar installation. The user must customize PrefBar to
enable them.
Aha. I always have tabs visible, so the button is always visible to me.
