There's already a new tab button to the left of the tabs on both the
mail and browser window.
Interestingly, in Browser hovering over the button yields the tooltip
"Open a new tab" which is what it does. In Mail the tooltip is
"Duplicate current tab" which is what it does.
And if you open a message in a tab, then select the next message
hovering over the button yields the "Duplicate Current tab" tooltip, but
opens the new message in a tab.
Sounds like a bug to me.
