There's already a new tab button to the left of the tabs on both the
mail and browser window.
Interestingly, in Browser hovering over the button yields the tooltip
"Open a new tab" which is what it does. In Mail the tooltip is
"Duplicate current tab" which is what it does.
Yeah. I find the behaviour makes sense in the context of mail vs. browser.
