Is there any way that I could export Seamonkey bookmarks and use
them on
an Android tablet?

You could install Firefox, copy the places.sqlite file from the
SeaMonkey profile to the FF profile, set up a Sync account in FF,
install FF on the tablet and tell it to Sync. Haven't tried it but it
sounds like it would work.

Why not export and import as bookmarks.html ?

Okay, how would you do that in the environment described?

Where on an Android tablet does Bill want to use these bookmarks?
Android browser, or Firefox for Android?

Don't know. But my original suggestion would mean using Firefox on Android.
