No I wasn't aware of that.

What does the TRUE setting do? Does it replace the places.sqlite file
with the old bookmarks.html?

It does what Daniel says it does: "export a[n] .html version of your bookmarks file each time you exit SM."

Sounds pretty straightforward to me. "Export" is not the same as "replace" or "overwrite."
