WinXP:

before

memory
Number of entries: 0
Maximum storage size: 16384 KiB
Storage in use: 0 KiB
Storage disk location: none, only stored in memory
disk
Number of entries: 614
Maximum storage size: 358400 KiB
Storage in use: 32658 KiB
Storage disk location: C:\Documents and Settings\administrator\Local
Settings\Application Data\Mozilla\SeaMonkey\Profiles\hjq2k7w8.default\cache2
List Cache Entries
appcache
Number of entries: 0
Maximum storage size: 512000 KiB
Storage in use: 0 KiB
Storage disk location: C:\Documents and Settings\administrator\Local
Settings\Application
Data\Mozilla\SeaMonkey\Profiles\hjq2k7w8.default\OfflineCache

Attempt to clear with prefbar using clear cache, clear all, clear disk
cache:

memory
Number of entries: 0
Maximum storage size: 16384 KiB
Storage in use: 0 KiB
Storage disk location: none, only stored in memory
disk
Number of entries: 614
Maximum storage size: 358400 KiB
Storage in use: 32658 KiB
Storage disk location: C:\Documents and Settings\administrator\Local
Settings\Application Data\Mozilla\SeaMonkey\Profiles\hjq2k7w8.default\cache2
List Cache Entries
appcache
Number of entries: 0
Maximum storage size: 512000 KiB
Storage in use: 0 KiB
Storage disk location: C:\Documents and Settings\administrator\Local
Settings\Application
Data\Mozilla\SeaMonkey\Profiles\hjq2k7w8.default\OfflineCache

and after using Preferences|Advanced|Cache:

memory
Number of entries: 0
Maximum storage size: 16384 KiB
Storage in use: 0 KiB
Storage disk location: none, only stored in memory
disk
Number of entries: 0
Maximum storage size: 358400 KiB
Storage in use: 0 KiB
Storage disk location: C:\Documents and Settings\administrator\Local
Settings\Application Data\Mozilla\SeaMonkey\Profiles\hjq2k7w8.default\cache2
appcache
Number of entries: 0
Maximum storage size: 512000 KiB
Storage in use: 0 KiB
Storage disk location: C:\Documents and Settings\administrator\Local
Settings\Application
Data\Mozilla\SeaMonkey\Profiles\hjq2k7w8.default\OfflineCache

So if there is any bug, I'd say it's with Prefbar (at least in my case)
not SeaMonkey.
