No. There is an intended, amusing contradiction in "presque mieux", just as in "almost better". This somehow says "it is better but I dare not say it is".
So, if "X est presque mieux que Y", then X is in fact not as good as Y; is that correct?
Rather: you were not expecting X to be as good as Y, but it turns out to be as good, or maybe even slightly better.
