I did it.

However, there was some loss of formatting.  What I downloaded from the
internet was a complicated form with instructions.  The instructions came
out pretty much like the original.  The form itself was missing enough
formatting to make it very hard to work with.  But my technique worked well
enough to be used for reading ordinary text.

I had to use the Macintosh LCIII, since my IBM is not online.  If anyone
wants a step-by-step account of how and what I did, I can write that up, or
send you my plain text version and show you the web page it came from as a
pdf file.  I just copied and then pasted it into the Mac version of MSWord
5.0 (because sometimes SimpleText can't handle complicated formatting).  I
decided to reduce the formatting in steps, from pdf to MSWord to SimpleText
to e-mail form.

There is a catch, though.  You can only copy one page at a time this way.  I
would have to experiment to see if there is another way to copy more.  There
is a LOT of formatting involved, and my machine would be very slow to do
that.
