AFAIK DOSPPPD supports BOOTP in two different ways (CMIIW):

1) PPPD.EXE doesn't emulate BOOTP.  It passes BOOTP requests directly
to your ISP's BOOTP server.  If the  BOOTP server currently broadcast
and properly configured, netinfo will be transmitted back to the apps;
otherwise BOOTP attempts will be failed.

2) EPPPD.EXE (which included in Arachne package) does emulate BOOTP.
It *captures* all BOOTP requests from the apps, and *emulate* the
reply using netinfo parameters, which:
  a) gathered during PPP negotiation, and
  b) specified in PPPDRC.CFG (has higher precedence).
That's why BOOTP never failed with EPPPD.EXE.

So, if you specify DNS IP in PPPDRC.CFG, then you should be able to
use the emulated BOOTP correctly.  IIRC you already done this for
the external Telnet?  Then why not Arachne? ;-)
