I have an idea... It won't do _exactly_ as you want, but very close.

In a progman group, put an icon for jazz.bat.

To run your game, double-click it, and then exit windows. Jazz should
start, etc. When you exit it, windows will return. (You must start
windows with startwin, this name could change if you wanted)

Add batchfiles and icons for any other games, following this example.
Change paths etc if needed.
