There is a freeware app called Bailout that shuts down Windows cleanly. It might do what you want to do. I used to use it years ago when I ran Win 3.11. It's at www.simtel.com/pub/simtelnet/win3/util/bail_20.zip They have various other interesting-looking utilities that may also do the job. QBoot (qbt140.zip) looks promising.
