Maybe you "just" need to upgrade your w95? I don't know, but could be
some files required by IE4 but not present - or incompatibles with
existing files etc. Sounds like it, since the problems first began
when you tried to install IE4.

Nicely organized, all the upgrades you (may or may not) need sorted
out for you - depending on your current Win95 version. (also have
win98 page for those who care). Says something about which upgrade is
needed when (like when installing IE4 I believe) If you need, site
also offers separate utility to track down what
version/level/build/whatever your Win is...
And/or, you may want to have a look at the following site:
<http://winpatch.wgz.org/>, which lists and link all known MS updates
and bugfixes (long list<g>) in all categories, from Win9x, Win 3.x,
MS-DOS, MS-Office....)
