IMHO an easier test to see that the computer is working is a DOS
boot-floppy if this work then (with much luck) you can get Windows 9x to
work).

Why not try another browser? Netscape 3.x or Opera for instance. They are
much smaller, secure and faster (and have more or less the same
functionality).

I haven't heard of this before, I doubt there exists such a fault. (But on
the other hand I wouldn't be suprised)

IMO, you should start by using the computer with as few I/O devices as
possible. (More precisely: no soundcard and modem until everything works).
If you can, switch graphics card - that might be usefull as well.

Speaking of this, I've recently noticed that the cost for a used PC (with
monitor, soundcard etc.) is less than half the price then parts are worth.
I find this very strange, but the same thing applies to (stolen) cars as well.
Ca 125USD for a 486DX2-66, 8MB RAM, 270MB HD, soundcard and monitor isn't
much. The monitor alone is worth (atleast) that! But since I can't see any
use for it (since I already have more computers then I'm able to use) I'll
not buy it.
Some stupid person (probably some classmate to me) had written on the paper
that I read this on that noone should buy since it was "from the stone-age"!
