the win32s16.dll must be in windows/system and must be loaded/called by the
appropriate configuration file, I don't recall where as it's usually
installed by an automatic installer which writes it in.  Try sticking
win32s16.dll into the system folder and see if that's enough.  If not, then
it must be loaded somewhere.
