Where did you read this?  On their sign-up page they explain that all those
using the service will agree to abide by an "honor system" whereby they
will set up their browser's default home page to be
http://home.freewwweb.com.  There was nothing said on their sign-up page
about an enforcement policy designed to disconnect those who do not comply
with the "honor system".  In the most general use of the term, an honor
system is one that relies only on expectations of voluntary compliance.

I also have signed up for Freewwweb, and I believe that I am ethically
bound to abide by the agreement.  We should all keep our word in any
agreements we voluntarily enter into.  I interpret the agreement to mean
that if I am using a DOS browser such as Arachne, one that does start up
by displaying a "default home page", as such, then I should set up my
Arachne as agreed.  If I am using a DOS browser such as Net-Tamer, one that
cannot be set up with a "home page", then that should still be OK, because
I would set it up in accordance with the agreement if I could.  If I were
to use the service with a browser capable of starting up with a home page,
and if the home page were not http://home.freewwweb.com, then I would be
in violation of the agreement.

If anyone gets disconnected for reason of having cookies turned off, or
for reason of not using a browser capable of starting up with a
"home page", then please let us all know.
