It's either. I lost the original post which took issue with that, but a
'baud' is defined as one signal level change per second. Modern
telecommunications methods use phase changes as well as level changes, and
so the bps measurement is more accurate - however, that applies only to
modem communications, since a serial port works only by changing the signal
level.
All modern modems run at 9600 baud, but up around 56,000 bps. The serial
connection between computer and modem is running at 115200 baud (or bps,
either is accurate), most of the time.
