Are you talking about a shell account that you can telnet into? More
and more ISP's seem to be dropping this service. A sign of the times
I guess.

I don't know where you live, but you might be able to find a local ISP
that includes a shell account with their PPP service. Just ask around.

Another option is to keep your current ISP and look for a free or cheap
shell account that you can telnet into from DOS. If all you need is
text-based email, there are Freenets/Community Nets that still provide
a menu-type shell or Lynx interface that you can telnet into. There are
even telnetable bbs's that can give you Internet email.
