Not exactly, it kind of depends on the source and destination folders and
their relationship to each other. Right click and drag to get the menu
that lets you choose whether to copy, move, or create shortcut, and this
will give you less grief.
I agree that it's a PITA and frankly I think the shortcuts have no place
outside of the desktop, startmenu and quicklaunch button.
