Netscape's coders decided that there would be a palette that would be safe on all platforms (back when displays were limited to 256 colours) -- the 16 system colours (red, green, blue, yellow, cyan, magenta, black, white and the lighter shades of each), plus 216 others. 216 is the largest value of n^3 under 256; n here is 6. So, there are 216 combinations of 6 different amounts of red, green and blue. The numbers are 0, 33, 66, 99, CC and FF (in hex - 0, 51, 102, 153, 204 and 255 in decimal). So as long as each component has one of those values, you'll see the same colour (in theory) in any browser.
