   You are thinking of Graphic Workshop (for DOS) shareware, from
Alchemy MindWorks. Yes, it does conversions, prints, displays.

  There is also PictView, which displays and does conversions, both in a
less cumbersome way. And a whole heap of other 16 bit (DOS/Win3.1)
graphic programs.
