Maud, I advise against the use of bricks in toilet tanks.  Over time, unless 
sealed 
against water, they will deteriorate and give off "crumbs".  These bits of grit 
can 
create wear on the seals or prevent the flapper from closing properly, causing 
leaks and increased water use.  My recommendation is to use 1 liter (1 quart in 
U.S.) plastic containers (softdrinks, ice cream and the like).  Put a few small 
stones in the container, fill with water and cap.  Then put this in the toilet 
tank.  The stones create enough ballast that the container should not move 
about.

In general, with conventional (older) tanks, I find 2 liters (2 quarts) is 
about 
all we can displace before affecting the flushing performance of solids.

Timely discussion for me.  I should be shopping for a low-flow toilet in the 
next 
couple of months.  Can't get parts for the internals of our 1970's antique 
anymore, 
and it has begun to run intermittently of late.  I think the latest replacement 
flapper is too light, and my first couple of attempts to weight it have not 
been 
successful.

In addition to low-flow, I will be looking for the accelerated flush (well 
designed 
flow layout) and an insulated tank (to reduce condensation and space heating 
loss 
into the soon-to-be wastewater).  The higher, wall-mounted tank is not an 
option in 
this particular space.
