Mobile (and the restrictions there) are most certainly an argument
in favor of a single architecture/structure....It's not an area that I've
worked in, but I certainly appreciate the issues!

No argument - but, as noted, that's also because there is a lot more
use for XML-based data then for these specific areas.

It's simple to get at the structure - but then you have to deal with
the details of the grammar and how different parts may interact. That may
not be so simple.
Sure, for single file formats such as SVG it's not a huge issue...
but look at XPS or OpenDocument, which involve multiple
inter-related files...what's the complexity level there??

Depends on what you need in a "document format" and who your market
for such a format is...
Are you looking simply at "Office Documents" consisting of simple
RGB colors and JPEG/PNG images + text in TTF/OTF fonts? Or are you
considering the wider "print publishing" market and their need for complex
colors, imaging and fonts?
Are you considering only static content or also dynamic? Something
where even SVG could be integrated?
