I'm not sure eBay would let you get away with stating this, but it might be worth making a note in the auction description that anyone using PayPal must adhere to the terms of Paypal's (Seller) Protection Policy. I don't know quite how to phrase such a statement or even if it would be any help, but it might be worth considering.
