Could you please elaborate? I've seen plenty of these "block port 25"-threads lately and I can't make my head of this.
There are free internet dialup services that do not require an account, so the user of the service does not have any kind of contract, and can theoretically remain "anonymous". Of course, with caller ID and other telco features, the person could be tracked down for "real" crime, but we don't yet consider spam crime in most places. It will probably be elevated to terrorism in some countries soon, but that's another story. :-)
Filtering outgoing port 25 makes it so that these "visitors" to the net can't just connect and spew out thousands of spam messages, like
they often do with these free services. They can send e-mail via the
provider's mail servers, where presumably there will be some kind of
restriction on the amount of e-mail that can be sent per unit of
time.
