that received about 20k mails a day I get about 2k via direct delivery
from dun and adsl/cable accounts... 95% UCE; but there's a large number
of hosts that are not RFC1912 compliant - so the number of unknown hosts
is quite high ( I guess 40% ) - while a lot of UCE originates from those
hosts there is also a big number of companies that don't follow that
RFC, so legit mail gets rejected (avoidable if they were using the MTA
of the ISP)

well, the problem is that customers make more often faults in their MTAs
than an ISP - And the ISP can't do much about it... so forcing the
customer to use the ISPs MTA is more a kind of quality assurance.

I don't know a real ISP using Exchange ;)... and due "recent" event's
the world (switzerland )is in panic of _getting_ wiretapped... if you fear the line is
wiretapped use TLS/SSL, if you fear the MTA is wiretapped use GPG, if you
fear your Key is compromised use a Picture....
But privacy and security is not a concern of most users, if it were
hotmail would have to change its EULA... or not used at all....
