Personally I agree with Andr� - what's the benefit of merging the two IX's (and knowing that CIXP is not owned by Telehouse anyway, I doubt that they're interested).
BTW - competition is healthy, this influences and/or stabilizes market prices. So "Buendelung" of such could achieve the exact oppositeL wished for.
