I'm aware of the problem. With the new Locale component, it should be
pretty easy to decouple the Form framework from intl, it just needs to
be done. Note that we can't decouple all of it. For example, we surely
won't reimplement \NumberFormatter or \IntlDateFormatter, so if you
want to use functionality relying on that class (NumberField,
PercentField, DateField etc.) you need intl.
I agree that we won't reimplement intl in PHP (again). But, we need a
DateField that can work without intl (of course, you won't have months
in your language, and it will default to a standard layout; but at least
it should work).

If we document that properly and include a guide to installing intl on
every platform, that shouldn't be much of a problem (and less work
than reimplementing+maintaining intl). Volunteers step forward please.
