The internal video doesn't support VGA monitors, with or without the adapter. The plug-in and power-on is actually a feature of the IIci: it is designed to power-on in the case of a power failure (say you're using it as a file server, that would be important). To prevent that from happening, find the powerswitch on the rear of the case and turn it (with a flathead screwdriver) until it is fully protruding. As for the boot diskette, I don't suppose you can boot that machine into Mac OS 9 or have an older Mac? Mac OS X doesn't seem to much like floppy diskettes and it wouldn't surprise me if that was causing problems for the classic environment. Also, are those DiskCopy 4 images? If so, it may be easier to strip off a few byte and use rawrite on your PC.
